Our mission is to provide affordable, experienced based, high-quality training and guidance to our Nation’s first responders. Altitude Risk Mitigation currently offers leadership and tactical courses for law enforcement to include patrol, SWAT, and covert operations. Customized courses are available to focus on your individual agency needs.
Our vision is to elevate operational and mental capabilities by introducing the theory of risk mitigation, which impacts the most senior command staff to the most junior line officer. Optimal organizational performance is attained by utilizing a whole-agency approach to strengthen societal trust while reducing the risk of injury and litigation.
As the practice of enforcing law has changed, so shall we. We must be able to operate with dignity and compassion all the while protecting our agency, our selves, the citizens of our community and the subjects of our investigations. About Us

Where are we focusing our efforts and how can we realign that focus to be more efficient?
This is the question Senior Administrators should ask themselves while they search for continual improvement for their agency. Altitude Risk Mitigation can provide an external non-biased analysis customized to your agency to guide in decisions and focus of effort for improvement.
For Command level and leadership authorities we offer risk mitigation consultation on reducing the risk of litigation by analyzing policy and procedures, tactical procedures, tactical application of the use of force, and suggesting language in documentation related to basic tactical response. We provide non-disclosure agreements for confidentiality and operate on the development of optimal agency performance designed specifically for each organization, their needs, and current abilities.
Patrol Line Staff
For line staff, we provide consultation in the form of lecture and hands-on instruction in tactical techniques for basic officer response. This line of instruction evolves to setting the stage for seamless transitions to a more advanced tactical response, either with in agency operational practices or with outside agency assistance.
Special Response Units
For established special response teams, street crimes and undercover operational units, we offer theoretical analysis for the advancement of tactical risk mitigation while applying techniques and tactics in a basic or advanced operational setting, to include undercover operations and immediate reaction techniques for undercover officer or confidential informant rescue. These courses can be customized from one day to five days in length, depending on operational needs.

Professional Experience
Jack Rosenthal is the owner and operator of Altitude, a risk mitigation company. He is a veteran of the United States Marine Corps, served honorably for 23-years for a local law enforcement agency and contracted to the Cybersecurity and Infrastructure Security Agency (CISA) Office for Bombing Prevention (OBP). He holds over Two-Decades of Leadership experience supervising Under Cover, Collision Reconstruction, Violent Crimes Against Persons, and Special Weapons and Tactics (SWAT) Teams.

- The host agency is eligible for 3 free seats per class.
- All course tuitions are per student/per day of instruction.

- Participating agencies must provide their own PPE and NLTA equipment.
Altitude is licensed in the State of Washington; however, we will come to you, eliminating lodging, per diem, and other traditional travel expenses. Our mission is to provide affordable training opportunities to the Nations' First Responders. Contact us for tuition per student/per day rates.
Invoices are submitted following the last day of training and are due withing 30 days of receipt.
All contracts are for one calendar year and are signed by the owner of Altitude Risk Mitigation, LLC and an authorized designee of the participating agency. All contracts contain non-disclosure agreements.
